Turns out that the GOP in 1996, in the shadow of the bombings at the 1996 Olympics in Atlanta, Murrah Federal Building in Oklahoma City, both by domestic terrorists, as well as what was then suspected as a terrorist event destroying TWA-800, the GOP controlled House and Senate fought the Clinton White House tooth and nail over his attempt to get a legal wiretapping program established.
