The Colorado Experiment: Changes in the Electoral System

Colorado has an ambitious measure on the ballot. Previously,
Colorado has has an all or nothing system for electoral votes.
Whoever get the majority of the popular votes gets the
entirety of the electoral votes. The change proposes a proportrional
distribution of electoral votes as opposed to the “winner-take-all”
method. For example, if Bush (51%) and Kerry (49%) split the popular
vote, the Bush gets 5 and Kerry 4 of Colorados 9 electoral votes.
