- Localities Facing Merger Push – WSJ.com – The idea of merging services to reduce labor costs has been gaining popularity for some time, but is getting a stronger push now. Still, it isn't clear how much money can be saved through consolidation. Many cities and counties already share costs and services. In some cases, when governments consolidate, they transition from being governed by part-time officials to hired professionals, who tend to propose more ambitious and costly projects, said Mildred Warner, director of graduate studies in Cornell University's department of city and regional planning.
