Voters in three states will consider calls for an immediate withdrawal of U.S. troops from Iraq when they go to the polls in less than two weeks. Organizers said they do not expect the results to turn U.S. policy around. But they said the outcome could at least make the growing anti-war sentiment clear to policymakers.
